The identification problem, and how it is solved
This is the single most common reason a jail notarization fails. On booking, personal property including a driver's license or passport is taken and held, so the person you need to notarize usually has no acceptable ID on them.
There are two possible routes. An inmate identification card issued by the Sheriff's Department is accepted by California law as satisfactory evidence of identity. Where that is unavailable, California allows identification by two credible identifying witnesses who personally know the signer, have their own valid ID and have no interest in the document.
